  8. In recent years, the use of BIM technology in construction projects has expanded significantly around the world, and the benefits of using this technology are not hidden from experts. For the success of BIM implementation in construction projects, proper planning is crucial, as implementing BIM without proper planning may impose many costs and challenges on the project and may not achieve any results. Therefore, various guidelines and frameworks for BIM implementation programs have been presented in different countries of the world. Despite the importance of this, unfortunately, until this study, there was no known and appropriate framework for the BIM implementation program (or BEP for short) in the country. In this study, first, sufficient knowledge of the most well-known and important BEP frameworks in the world was obtained. Then, articles and research conducted in this field were reviewed to create a deeper understanding of BEP. Also, the challenges of using BIM in construction projects and the challenges of developing and applying BEP were identified, which can provide a better understanding of the mechanism of the BIM implementation plan and its essential points. In the next stage, the factors affecting the various sections and elements of the BEP were identified, and the position and efficiency of the BEP were determined alongside other project planning and management documents. After that, the conditions governing the country's construction projects were examined. The life cycle of the country's construction projects was also determined in terms of the main legal and administrative processes. Finally, by knowing the latest and most well-known BEP structures in the world, the challenges of using BIM and developing BEP in construction projects, the factors affecting the various sections of the BEP, and recognizing the conditions governing the country's construction projects, an appropriate framework for the BIM implementation plan (abbreviated: BEP) was proposed for the country's construction projects
