  7. Abstract:
  8. In recent years, the demand for electronic services for financial transactions has increased. The emergence of new technologies in the field of transactions raises concerns about privacy and information security for stakeholders in the transaction and payment system, such as banks and financial institutions. The issues and problems facing the payment system may be solved using blockchain technology. Decentralization, transparency, and the lack of need for financial intermediaries have made blockchain one of the key technologies in the financial, transaction, and payment industries. Blockchain is an emerging technology in the field of electronic payments, and previous literature in this field has mainly focused on examining the applications and challenges of blockchain technology adoption. The evidences in the literature of previous studies indicate that environmental factors, as one of the important dimensions in the adoption of blockchain, have been less structured and comprehensively examined. The current study aims to identify the environmental factors of the adoption of this technology in the context of electronic payments, in order to widely adopt this technology in Iran. The framework used in this study is the Technology-Organization-Environment framework, which focuses on identifying and prioritizing environmental factors using a systematic literature review to identify, examine the level of impact, and use the best-worst method to prioritize factors. First, using a systematic literature review, 19 factors were identified and categorized into 5 groups using the partitioning method. Then, the identified factors were reviewed by surveying experts and they were asked to add new environmental factors. At this stage, no new environmental factors were identified. The results of this study determine to what extent the identified factors are effective in the adoption of blockchain in Iran's electronic payment system and what is their priority order in managers' decisions to implement the technology. The results of this study are presented in the form of an impact-priority matrix that shows the urgency of each factor for addressing and planning for the factor, based on their level of impact and importance in decision-making. Finally, by examining the urgency of each factor, suggestions have been made to address the factors that can be used for planning for blockchain technology implementers in Iran's electronic payment system
