  8. In recent years a large number of passive energy dissipating systems developed in accordance with pioneering work on friction dampers which was firstly reported by pall(1979). Uusing Friction dampers reduce the inelastic demand of the structure during severe earthquake motions by sliping and a large portion of input energy dissipated mechanically in friction instead of yielding the main components of the structure. Based on economical purposes, it is valuable to know in which storey and slip force should be employ the friction devices to have an optimized performance of the structure. Due to kinematic conditions of slip and stick stages, as well as transition zones between them in friction dampers, the structure is imposed a highly nonlinear hysteresis behavior which can’t be modeled accurately with conventional bilinear elasto-plastic representation which follows Coloumb’s friction law. In the present study, a comprehensive optimization methodology for performance based rehabilitation of steel frame buildings with friction dampers has been proposed. An itterative step-by step algorithm is proposed to achieve the target performance level that provides the efficient distributions of friction dampers in the height of the structure with optimum slip force at the stories which needed to employ the device.The target performance level is aimed to achieve LS limit of ASCE 41-13 inter storey drift that lead to have same limit for plastic rotations in members. To show the efficiency of the mentioned method, an 8-storey steel moment-resisting frame is analysed under 5 historical ground motion records with and without the friction dampers that shows the reduction of proposed responses of the structure in the case of using the devices in the limitation of target performance level
