- A user-provided network (UPN) has the potential to achieve a low cost ubiq-uitous Internet connectivity without the need of significantly increase of network infrastructure investment.In this article, we consider such a network where the network operator encourages some of her subscribers to operator as mobile Wi-Fi hotspots (hosts), providing Inter-net connectivity for other subscribers (clients). We formulate the interaction between the operators and mobile users as a two-stage game. In Stage I, the operator decides the usage-based pricing and quota-based incentive mechanism for the data usage. In Stage II, the mobile users decide the membership selection, i.e., choosing to be a host, or a client, or not a subscriber at all. We characterize how the users’ membership choices will affect each other’s payoffs in Stage II, and how the operator optimize her decisions in Stage I to maximize her profit. Numerical results demonstrate the sensitivity of membership selection equilibrium on the users’ mobility (meeting prob-ability), and show that the proposed hybrid pricing and incentive mechanism can increase the operator’s profit up to 50% in a dense network, comparing with the pricing-only strategy with no incentive
