- Iran has a huge potential in field of tourism and marine passenger transport with possessing 5780 K.M water coast including the island and access to rivers and water basins.Strategic decision of passenger ports construction needs careful location selection andfinding correct trade of point between cost of construction and operation cost. However, according to forecasts increasing cruises demand, creating appropriate port infrastructure to supply thesedemands is a big challenge in next years. Ignoranceof it will prevent the countries development and its communication with other countries.Infrastructure development and creation ofmarine transport modern networks is a pivotal key to satisfy this increasing demand.
Facility location decisions are costly and difficult to reverse, and their impact spans a long time horizon. During the time when design decisions are in effect, any of the parameters of the problem (costs, demands, and distances) may fluctuate widely. Parameter estimates may also be inaccurate due to poor measurements or to tasks inherent in the modeling process such as aggregating demands points and choosing a distance norm. Recognizing this, researchers have been developing models for facility location under uncertainty for several decades.
According to above reasons, this research address selecting the passenger ports of Mazandaran province using robust optimization approach and scenario building model method.Uncertain parameters which have been considered in this research arecoverage area, attractiveness of each candidate place, demand of regions and cost of ports construction. Based on the results, Abbas Abad, Nowshahr, Nour, Mahmoud Abad, Babolsar and Sari are selected as “Domestic Ports”, as well as, Ramsar and Behshahr are selected as “International Ports”. Also, the same procedure can be used to determine appropriate sites for construction of passenger ports in other northern and southern provinces of country - Keywords:
