  8. Mobile Worldwide Interoperability for Microwave Access (Mobile WiMAX) is a wireless access technology based on IEEE 802.16e. Mobile WiMAX supports mobility and a wide range of Quality of Service (QoS) requirements for several applications. This wireless technology introduces handover mechanisms to avoid disruption of services running on Mobile Stations (MS) through moving. In this thesis, we have focused on balancing the load of the system, using handover mechanisms suggested by mobile WiMAX. The proposed algorithm, WQLB, concentrates on controlling the system load and keeping it in a balanced state by using a handover process. Also, the algorithm is designed to utilize resources efficiently, supporting QoS and achieving a reasonable throughput in the whole network. As load definition is an essential criterion in load balancing algorithms, we have suggested a new load model for mobile WiMAX networks. The structure of our load model is based on matrices which include QoS classes and performance metrics in columns and rows, respectively. In addition new policies for overloaded detection of BSs and handover initiation time are recommended. Simulation results show efficient resource utilization and a higher degree of QoS support through the entire network. Results show the proposed pattern can eliminate handover “Ping-Pong” effect. In general, as the proposed load balancing algorithm is QoS aware, it can be a very efficient way to release resources in the network and a fairness load distribution takes place. The WQLB could reduce resource consumption in overload BSs about 5%-10% and increase it in underloaded BSs. Delay has been reduced about 10 seconds in time sensitive applications by applying WQLB
