    Abstract
We analyze the scattering of circularly polarized electromagnetic waves from a time-varying metasurface having a time-dependent surface susceptibility that locally mimics a rotating, anisotropic surface. Such virtually rotating metasurfaces (VRM) can be realized by means of electronically tunable surface elements and reach microwave-range rotation frequencies. It is shown that the scattered field contains the incident tone, as well as a single up-or down converted tone which differs by twice the rotation frequency of the surface. A simple full frequency converter is then proposed by augmenting the VRM with a metal screen separated by a proper distance. It is shown that after reflection from...

    Abstract
Damage detection of civil structures and infrastructures using partial modal information has been an interesting field of research. So far, three main algorithms are introduced for health monitoring of structures. The first method relies on identifying stiffness and mass properties, as physical parameters, of structures using inverse eigenvalue problem considering mass modifications in 2D and 3D shear-frame models of structures. Comparing the identified matrices with the primary values, one can detect the damage occurrence, its level and severity in the structure. Applicability of this method in health monitoring of offshore jacket platforms as one of noteworthy civil infrastructures has...

Electromagnetic Devices Based on Virtually Rotating Discontinuities

    Abstract
Metasurfaces offer unique capabilities for the unconventional scattering and control of electromagnetic waves. By using metasurfaces, one can arbitrarily manipulate the amplitude, phase, and polarization of incident waves, enabling devices such as flat lenses, holograms, and electromagnetic wave beam deflectors. In recent years, time-varying electromagnetic structures, including time-modulated metasurfaces, have provided enhanced possibilities for controlling electromagnetic waves. By modulating the properties of metasurfaces over time, phenomena such as nonreciprocity, frequency shifts, and parametric amplification can be achieved, which traditionally require magnetic materials or nonlinear...
